Probably a little too late for this what with the feature apparently being included in Warlords 1.3 (Whoo!) but I decided to throw together a small proposal for simplified crafting.

You gain salvage parts after completing a battle and some parts are more common than others. There would be four types of salvage for each of the four weapon types (I'm roping projectile and explosives together, sue me). In the example provided, the four types of Salvage for Hybrid - Rail weapons are listed. These are required to 'upgrade' from one tier to the next. Provided you have the parts necessary, you could turn a standard Rail Rifle into an officer Rail Rifle.
Ideally you would do this by a UI function that you would open and it would look not unlike the current trade window. You select the weapon you want, the tier (std/adv/etc), and then you move left or right to increase or decrease the amount you wish to craft. Provided you have the materials, you can make as many as you would like.
Theoretically you could also break down weaponry for parts, so if you're a fan of Rail Rifles but not Sniper Rifles, you could take all the extra sniper rifles you get after battle and break them down for parts. You could then purchase a standard rail rifle, and use the aforementioned parts to upgrade that rail rifle to a suitable level of your preference.

Sure, if you had 100 of the rare salvage components needed to do that. Obviously there are diminishing returns from deconstructing.

Hrmm, maybe? Not sure. I'll investigate at work.
Honestly this is just a very very simple crafting mechanic compared to my other one.
